Richard L. Gaines has been practicing law for over thirty years. Mr. Gaines is licensed in state and federal courts and has practiced across the State of Tennessee and in the Western District of Pennsylvania, Eastern District of Kentucky, and Southern District of New York.
Mr. Gaines handles all criminal matters, as well as some civil matters. Mr. Gaines is one of a few attorneys in East Tennessee that has experience representing clients in Department of Energy Q Clearance and Access Authorization matters.
A former law professor at Lincoln Memorial University and University of Tennessee, Mr. Gaines loves teaching law as much as he loves practicing law.
